Mercy Matata is a highly accomplished underwriting and reinsurance professional with over 14 years of progressive experience in underwriting, reinsurance, risk management, and insurance product development within Tanzania’s insurance industry. She has built a strong reputation for driving technical excellence, developing innovative insurance solutions, and strengthening institutional underwriting capacity across multiple lines of business.

She currently serves as Underwriting Manager at Newtan Insurance Ltd, where she has played a leading technical role in advancing agricultural insurance solutions for both crop and livestock sectors. Mercy has been instrumental in designing tailored risk management frameworks and reinsurance structures that address the unique needs of smallholder farmers and agricultural value chain actors. Working closely with industry experts and stakeholders, she has contributed to the development of structured protection models and innovative insurance products that integrate agronomic risk factors, seasonal variability, climate exposure, and value chain dynamics into underwriting, pricing, and portfolio management.

In addition to her corporate leadership role, Mercy currently serves as Chairperson of the Technical Committee of the Tanzania Agricultural Insurance Consortium (TAIC), where she plays an lmpotant role in shaping Tanzania’s agricultural insurance landscape. Through her technical leadership and strategic contributions, she continues to support the development of a sustainable, scalable, and inclusive agricultural insurance market that strengthens resilience and financial protection for farmers and agribusiness stakeholders across Tanzania.

Designing and Scaling Risk‑Sharing Platforms for Agricultural Insurance in Africa: Organised by UNDP, this session explores how risk‑sharing platforms can unlock the scale and commercial viability of agricultural insurance across Africa by addressing persistent constraints in capital, data, and underwriting capacity. Drawing on country experiences from Ethiopia, Tanzania, Uganda, and Senegal across different stages of development, it highlights how insurers, reinsurers, and governments can pool risk and coordinate more effectively to move beyond fragmented pilots toward institutionalised, market‑driven solutions. Through practical case studies and a panel discussion, the session will focus on the conditions required to mobilise risk capital, strengthen governance, and build sustainable platforms that expand insurance access for farmers while supporting resilient agricultural systems.
