Mr. David Mueller

Regional Lead, Africa, Insurance and Risk Finance, UNDP

David Mueller is an economic development expert with 15 years of programme management and technical experience with the UN, NGOs, private sector and government at field, regional and headquarters level. My expertise centers around SDG investment, impact management, and insurance and risk finance. I possess organisational proficiencies and thrive in delivering coordination responsibilities.

In his current role at the UNDP Sustainable Finance Hub (SFH), as part of the Africa Sustainable Finance Hub (ASFH) and the Insurance and Risk Finance Facility (IRFF), David works with teams across Africa to build countries’ and communities’ financial resilience through insurance and risk financing tools.

Through working in Sub-Saharan Africa for most of my life, David has developed an appreciation for the region’s diverse economic, social and political contexts. He has first-hand experiences across all sub-regions of Sub-Saharan Africa, and he is passionate about building financial resilience and unlocking the private sector’s role in the continent’s sustainable development trajectory.

Designing and Scaling Risk‑Sharing Platforms for Agricultural Insurance in Africa: Organised by UNDP, this session explores how risk‑sharing platforms can unlock the scale and commercial viability of agricultural insurance across Africa by addressing persistent constraints in capital, data, and underwriting capacity. Drawing on country experiences from Ethiopia, Tanzania, Uganda, and Senegal across different stages of development, it highlights how insurers, reinsurers, and governments can pool risk and coordinate more effectively to move beyond fragmented pilots toward institutionalised, market‑driven solutions. Through practical case studies and a panel discussion, the session will focus on the conditions required to mobilise risk capital, strengthen governance, and build sustainable platforms that expand insurance access for farmers while supporting resilient agricultural systems.
